When disasters strike many homeowners and business rely on personal savings or insurance policies to help them to begin the recovery process. For some this not an option or is not adequate to meet their needs. Elected officials and Emergency Management Agencies will look to States and the Federal government for assistance in the form of grants and loans when local resources fail to address the needs of communities. Such aid is critical however it can take days or weeks for assistance to arrive.
