Foster Care Family

LCCS investigated nearly 4,400 allegations of abuse and neglect in 2009, an 11 percent increase over 2008, a year in which we saw the lowest service levels in nearly a decade. The increases seen in 2009 are consistent with those in other children services agencies across Ohio.

There were 6,280 alleged victims, up nine percent from 2008, and there were 1,335 substantiated victims. The result was that the agency opened 409 new cases during the year.

In 2009, we had an average daily caseload of 2,227 children. Almost all (98 percent) of these children were living in a family environment:

  • 506 (36 percent) were living in their own homes
  • 432 (31 percent) were in foster care or a similar placement
  • 428 (30 percent) were living with a relative or other kinship caregiver  

Only 48 children (3 percent) were in a non-family setting. Of these, 36 were in a group home or private institution and the rest in other placements.

In 2009, 120 children were adopted into new families.
